Registration of a by-law does not mean it is lawful or enforceable. The by-laws for most buildings were first drafted (probably from a set of precedents for a prior building) before the building was even built.
Many precedent sets of by-laws include things that are not lawful under the BCCM Act, or simply don’t fit the scheme.
